About The Role

An exciting and challenging opportunity has arisen for a suitably qualified and highly motivated Technical Officer to join the Asset Management Branch at Noosa Council.

The successful applicant will contribute to the development, implementation and maintenance of the asset management system to ensure the overall improvement of asset data and enhance knowledge building across the organisation.

KEY RESPONSIBILITIES

  • Partner with stakeholders to understand specific needs and better inform, enhance, configure and maintain the Council’s T1 works management system.
  • Coordinate asset management system activities with those of the Information Communication Technology (ICT) Branch to ensure alignment with Council’s ICTS roadmap and asset management information strategy.
  • Provide a lead role in the development and implementation of the as constructed data process and procedures into the asset management system and supporting software to contribute to effective asset management.
  • Analyse asset management performance within various Council activities including the use of process mapping to identify improvement opportunities and assist system users in prioritising key requirements.
  • Coordinate with key stakeholders to ensure the optimum use of the T1 asset management system and collaborate with other T1 module administrators as required to mitigate connectivity risk within the T1 enterprise suite.
  • Manage the distribution of key information from the collection of asset data to financial services.
  • Undertake complex analysis and produce advanced reporting through SQL database queries and/or excel spreadsheets or other tools.
  • Continually develop and enhance mechanisms to ensure data integrity through regular data validation activities and the use of resolution strategies.
  • Take a lead role in the regular update and reconciliation of data within the asset system and road pavement management system.
  • Provide technical support with respect to the integration between the T1 system and GIS application and provide validation reports to ensure the consistency and accuracy of data is maintained.
  • Such other relevant duties as required from time to time which would generally fall within the scope of this position.

POSITION REQUIREMENTS 

Essential Skills, Knowledge and Experience

  • Experience in the administration, configuration, upgrade and support of information communication technology (ICT) systems that are specific to asset management.
  • High skill level with databases and SQL is required. Scripting and programming skills recommended.
  • Demonstrated knowledge of civil and infrastructure construction maintenance practices.
  • Demonstrated ability to read engineering drawings and knowledge of the ADAC data format.
  • Thorough knowledge of asset management methodology and asset accounting.
  • High standard of computer literacy (i.e. Microsoft Office suite).
  • Proven good written and verbal communication skills and demonstrated ability to provide ICT administrative support to a variety of specialist disciplines.
  • Previous experience with and the ability to provide end user support for mobile computing applications and hardware that is specific to asset data collection and work order management, including T1 systems, cloud computing and GIS.
  • Effective time management skills, including but not limited to, working independently, setting priorities, setting and meeting realistic deadlines and organising own workloads.
  • Local government and asset management systems experience would be highly desirable.

Essential Qualifications, Training and Licences 

  • Tertiary qualification or undertaking formal qualifications in engineering, asset management, information technology or a related field.
  • Driver’s Licence – “C” class
