About Us

Development Victoria staff are skilled in realising opportunities and managing risks to develop publicly owned land and deliver complex projects.

Some of Development Victoria’s current projects include the revitalisation of central Dandenong, the Ballarat West Employment Zone, and the ongoing development of Docklands. It also oversees important civic projects such as the State Library, Flinders Street Station and Melbourne Park redevelopments. Projects in the pipeline include renewal of the Arden and Fishermans Bend precincts.



About the role

Reporting to a Project Director or Director, Civic Projects, the Senior Project Manager works proactively and cooperatively to resolve project issues and provide high-level authoritative advice and leadership on a range of project management issues.

The Senior Project Manager operates with autonomy and is responsible for leading and managing a small team of highly skilled professionals, including Development Victoria staff and/or contractors and consultants, to ensure that all relevant aspects of a project are effectively scoped, and all technical and commercial issues are identified, assessed and managed in terms of project output.

The Senior Project Manager is also responsible for developing and maintaining key relationships across the Department of Economic Development, Jobs, Transport and Resources, other relevant Victorian Government departments, ministerial offices and the private sector. Key stakeholders include Development Victoria’s General Manager, Civic Projects and the Development Victoria senior management team; senior representatives from client departments and external contracting and consulting organisations; the private sector; industry associations; and local government.

About you

You will be able to demonstrate high-level management expertise in the delivery of complex, multidisciplinary projects together with exceptional interpersonal and stakeholder management skills, the Senior Project Manager has a hands-on role as project facilitator and manager operating in a highly complex public-sector environment.

Key accountabilities will include:

  • Lead and manage the performance of a small team of project management staff and/or contractors and consultants in the effective delivery and management of a project to meet all time, cost and quality milestones to deliver project outcomes.
  • Provide proactive and authoritative policy and strategic advice to Government, both verbally and through clear and concise written project reports and brief, in relation to the project.
  • Provide high level authoritative advice in relation to the different methods of procurement and project management.
  • Develop and maintain complex project schedules; scope and estimate costs; prepare cost plans, risk assessments and management plans; undertake project formulation including scope planning, budgeting and programming; and develop consultant and design briefs and manage subsequent engagements.
  • Manage tender processes in accordance with probity standards, and monitor and manage contractor performance including contract administration.
  • Foster and develop relationships with key project stakeholders at senior levels across all sectors of government and industry, and have demonstrated ability in influencing senior stakeholders.
  • Experience in a similar capacity within the public sector or client-side project management would be well regarded.
