Program Officer - Capital Works Program 

The incumbent will be required to conduct onsite visits at our client properties to identify maintenance requirements on occupied and vacant properties and arrange for works to be undertaken as well as undertake work in progress and final inspections to ensure that works are carried out to standard. Working closely with subcontractors is a requirement of this role. 

Key Accountabilities

• Develop, implement and manage a planned program of maintenance by analysing Property Assessment Survey (PAS) data.
• Provides both proactive and effective contract administration through the development of office estimates including attend on site and supporting negotiations with contractors in relation to quotations. 
• Ensures that works are appropriately delivered and that strategies and action plans are put in place.
• Develop scopes of work for exceptional internal activities and statutory and regulatory items.
• Ensures compliance with Building Code of Australia, standards, policies and Contract Guidelines when issuing work to contractors 

Selection Criteria

• Ideally the candidate will have building trades background and project/program management experience. 
• Sound residential building experience or exposure, together with experience in contract administration including preparing quotations or estimates.
• Knowledge of Contract Guidelines, standards and policies together with the capacity to interpret and apply guidelines, standards and policies. 
• Post trade Certificate IV or equivalent qualifications or sound work experience in an asset related field 
• Current working knowledge of The Building Code of Australia
• Intermediate MS Word and Excel with MS Project skills desirable
• Current Driver’s Licence - Travel required in this role, car pooling access supplied within department
