MTM (or Metro) is seeking a Risk and System Safety Assurance Manager for work on a range of Franchisee Projects, including the High Capacity Metro Trains and Melbourne Underground Loop fire & life upgrades.

The person in this role is responsible for the development, implementation and management of the franchisee portfolio systems safety assurance and risk management processes.

Specifically, the implementation of the MTM Enterprise Risk Management procedure and Projects Risk Management Guideline. This will include continuously identifying and minimising all forms of risk to reduce MTM’s safety risk exposure and provide assurance to the Franchisee Director and Safety, Environment, Risk and Quality (SERQ) Manager.

Accountabilities:
  • Ensure the risk management team critically reviews and analyses risk and opportunities for MTM’s business and that these are communicated to risk owners
  • Ensure the risk management team maintains local project risk registers, including safety, operational, reputational, design and construction, etc. 
  • Ensure Franchisee projects risk and system safety assurance management plans are adequate, effective, communicated and monitored for compliance
  • Ensure integrity of safety in design, engineering deviation and change management processes throughout project lifecycles
  • Provide safety assurance to the Franchisee Director and SERQ Manager by ensuring Franchisee projects are delivered in accordance with MTM’s Management of Change process and Project Assurance Framework
  • Oversee the coordination of Human Factors Integration activities across Franchisee projects
  • Oversee the development of safety arguments and verification and validation on Franchisee projects
  • Develop and maintain validation and verification processes for all system safety assurance related items as per the Project Assurance Framework
  • Liaise regularly with relevant stakeholders, Rail Transport Operators (RTO)s, Independent Safety Assessors, and regulators
  • Liaise regularly with internal peers, such as Human Factors, Risk, Engineering and Design, Operations and Infrastructure
  • Write formal report relating to risk and assurance, when required
  • Support risk management teams in the management of Independent Safety Assessors
  • Support risk management teams and projects to identify, manage and handover residual risk to MTM risk owners
  • Continually educate and promote the risk and system safety assurance framework and model across MTM and contractor project teams.

To be successful in the role, the experience of the person we seek will include:

  • Tertiary qualification in a suitable field, (e.g. engineering, science) or equivalent industry experience
  • Relevant industry experience in risk and safety roles (rail, infrastructure construction, oil and gas, defence, chemical processing and mining sectors  - all will be considered favourably)
  • Experience in Human Factors Integration activities within a safety-related environment will be considered favourably
  • Strong capabilities in consultation and interpersonal relationship management
  • Working knowledge of safety-related standards, including ISO31000, ISO31010, EN50126, EN50128 and EN50129
  • Knowledge of qualitative and quantitative risk management principles and hazard identification techniques, such as Structured What-if Technique (SWIFT) or equivalent, i.e. Hazard and Operability Study (HAZOP)
  • Experience in development of hazard analysis and risk reporting documentation and industry standard approaches
  • Understanding of validation and verification processes and protocols
  • Strong analytical, interpersonal and consultation expertise
  • Strong report writing, analytical and critical thinking ability
  • Proven problem solving ability
  • Demonstrated senior management level experience
  • Ability to motivate and communicate effectively with all personnel throughout the organisation
  • Ability to schedule work priorities to ensure strict adherence to deadlines.
