About the City Works Department
This department is part of our City Services Division. It is the operations arm responsible for the construction of new and renewal projects, the maintenance and management of the City's built civil infrastructure, along with management of the City’s heavy and light fleet services.

 

About the role

The Senior Project Officer is responsible for effectively coordinating the resources necessary to successfully complete construction projects as directed by the Coordinator Construction ensuring these works are completed with a customer focus, taking into account, time, cost, quality and safety.

This position will also be responsible for ensuring the on-going viability of the construction section and to help further develop and manage the Construction Unit's OH&S, Quality, Document Control and Financial Systems.

Key responsibilities

  1. Role model and promote Council values in all aspects of duty.
  2. Ensure all projects are completed in line with all statutory and Council policy requirements and within budget.
  3. Establish budgets and programs to monitor the performance of the construction projects.
  4. Preparation of internal and external tender bids and submissions.
  5. Provide professional advice, guidance and supervision to staff and contractors.
  6. Produce timely, accurate and effective cost estimates/reviews, project monitoring and management reports.
  7. Develop and manage the Construction Unit’s OH&S, Quality, Document Control and Financial Systems.
  8. Adherence to all Council’s policies and procedures as relevant to this position.

Key selection criteria

  1. Qualifications in Engineering or Project Management.
  2. An understanding of Civil Engineering construction practices and procedures relating to the civil construction of civil assets including roads, drains, car parks, landscaping and concrete structures.
  3. Demonstrated project management experience in a construction environment including proven experience in estimating civil works and reporting expenditure against estimate.
  4. A high level of understanding of various State Acts including; OH&S Act and Work Safe Regulations
  5. An understanding of Management principals relating to staff performance.
  6. Strong communication, interpersonal and time management skills and the ability to meet set priorities.
