About the business and the role

The Australian Asphalt Pavement Association (AAPA), Executive Director South Australia / Western Australia, is the respected leading voice for industry in SA & WA and  responsible for the management of AAPA outcomes with the South Australian & West Australian Branches. 

The State Executive Director will ensure the delivery of AAPA's objectives and effectively represent the interests of all members, promoting the sustainable use and growth of bitumen-based products in pavement construction and maintenance in South Australia & Western Australia.

The successful applicant will have a proven track record of extensive industry leadership over many years and the ability to foster long-term successful relationships with association members, industry stakeholders and staff.

The Association

The Australian Asphalt Pavement Association (AAPA) was formed in 1969 as a non-profit organisation to promote the economic use of asphalt and bitumen bound products based on sound technical and commercial grounds.

It is the peak body representing all of the flexible pavement industry in Australia.

Throughout its history, AAPA has maintained the dissemination of technical knowledge aimed at continual improvement in asphalt and bitumen technology as one of its major objectives.  AAPA also provides many forums for its members from both industry and government to meet for the betterment of the flexible pavement industry.  This has resulted in better roads and profitable companies that engage with new and emerging technologies, pavement quality improvement and other issues such as safety and environmental sustainability.

AAPA's mission is to effectively represent the interests of all members and to promote the sustainable use of flexible pavements delivering smart roads for the future that are smooth, safe and well maintained.

Membership

AAPA members include all major participants in the field of asphalt and bituminous pavements including asphalt producers, sprayed sealing companies, bitumen suppliers, consulting engineering organisations, tollway companies, major equipment suppliers and all State Road Authorities.  It also includes many Associate and Local Government members.

Members include large organisations that operate across Australia as well as others that operate in a single state.

Governance

AAPA is governed by a national Board of Directors with its head office staff located in Melbourne.  Branch Committees operate in all states other than the Northern Territory and ACT.

All AAPA regions are supported by a State Executive Director. These regions are:

  • New South Wales / Australian Capital Territory
  • Queensland / Northern Territory
  • Victoria / Tasmania; and
  • South Australia / Western Australia

Job tasks and responsibilities

Responsibility

The AAPA Executive Director will work with the South Australian & Western Australian Branches to lead and represent the bituminous flexible pavements industry across SA & WA, aligned to the AAPA Strategic Plan. Core duties include:  

  • advocating best practice in relation to:
    • pavement engineering; 
    • contracting models; 
    • national harmonisation
    • industry and environmental sustainability; and
    • roadworker safety.
  • industry leadership working in collaboration with all key stakeholders.  
  • the overall administration and management of the South Australian and Western Australian AAPA State Branches, including industry functions and key communications.  

The successful applicant will need to be able to work independently and have relevant extensive roads industry leadership experience (over 10 years), to be able to effectively represent the interests of the members at all levels of industry, government and the community. 

The position has a key role in the projection of the key strategies of the Association and enactment of the expressed values of the Association, at all times projecting a positive and informed view of the role of the Association, its Members and staff.

This role is part of the AAPA Senior Management Team and reports directly to the CEO.

Purpose of the Position

The purpose of the position is to drive continual improvement across industry and key stakeholders that results in a safer, more sustainable sector and road network for members and Australia - aligned to the strategic objectives of AAPA.

The State Executive Director will effectively represent the interests of all members and promote the sustainable use and growth of bitumen-based products in pavement construction and maintenance and successfully articulate the long-term benefits of flexible pavements.

In leading the above outcomes, the incumbent will enhance the reputation and status of AAPA.

The incumbent will effectively communicate to the members and stakeholders and seek to grow the membership base. 

The CEO will outline the specific goals and targets for the role that line up with the AAPA Strategic Plan. 

The State Executive Director also has the responsibility with the rest of the Senior Management Team to manage and deliver the AAPA annual budget.

Skills and experience

Principal Accountabilities:

  • Effectively work with the CEO to deliver the goals as outlined in the Association's Strategic Plan.
  • Lead, inspire, challenge and develop the South Australian/Western Australian roads industry.
  • Support the outcomes of the AAPA Roadworker Training Centre.
  • Maintain close alignment between the State Branches and members through effective communication and relevant publications.
  • Enhance the reputation of the AAPA organisation and attract new members to support the vision of smooth, safe and well maintained flexible pavements to serve the broader community.
  • Effectively communicate with members, State Road Agencies and the broader road user at any level.
  • Maintain a positive and supportive role within the Association ensuring that external stakeholders of the Association clearly understand the strengths of the people, products and process that the Association has and can deliver
  • Take on the responsibility for the delivery of AAPA events and seminars as required in the two States.
