Primary purpose of the role
 
This position is responsible for leading, managing, monitoring and developing systems and tools for cost estimating, schedule and performance data across multiple infrastructure programs of work to ensure major infrastructure projects are delivered on time, within budget and to the required standards.

  • Leadership of Controls and Analytics
  • Model good leadership to inspire people, drive change and deliver results, including guiding and leading specialist teams, and providing the necessary training and direction, to support customer focused change strategies, programs and initiatives in assurance, and project, program and portfolio controls 
Role Description 
  • Provide a strong cost management framework to program control managers and project managers to assist in on-going effective cost management, responding to and challenging data presented by third party contractors to assure accuracy and rigour.
  • Define, manage and refine standard cost breakdown structures across the delivery agencies in line with external founding requirements, ensuring that the information flow on cost management standards is current, participating in stakeholder meetings to promote and support cost management
  • Lead and manage ad-hoc cost management bench marking activities within the Infrastructure and delivery branch, including leading, managing and supporting all associated research activities conducted by third parties and act as the point of contact / key interface between third parties and the organisation.
  • Lead the development of an integrated plan for project and program delivery, including strategies for the management and implementation of project controls frameworks in the delivery agencies to enable consistent processes and procedures relating to scheduling, milestone tracking and cost management against predefined scope deliverable's for all projects in the portfolio
  • Lead the development of processes and systems for the capture of up to date and accurate data to drive robust management decision making
  • Build and drive best practice activities, forging improved project controls capability across the branch Communication and Relationship Management
  • Collaborate and interface with the Infrastructure and Delivery Branch to ensure a united leadership team operating with clear direction towards a common purpose and strategic objectives, including providing appropriate regular management reporting reflecting key issues, performance and progress towards objectives
  • Maintain effective communication with strategic, operational and functional areas in addition to internal and external stakeholders to exchange information and resolve difficulties and ensure expectations are being met 
Planning and Operational Management 
  • Review and improve business systems, processes and cost management, and report on activities, performance and issues against plans and budgets
  • Motivate, encourage and inspire the development of a strong, effective and efficient professional team operating ethically and with sound technical skills and understanding towards a clear focus on delivering outcomes 
Key challenges 
  • Promoting a strong project and program support-centred ethos focused on collaborating and assisting the development of a continuously improving culture across all geographically dispersed projects
  • Successfully implement program controls and assurance in an environment of change and where stakeholders have conflicting demands and managing conflicting priorities within strict timeframes and government commitments whilst maintaining quality and professionalism
  • Maintaining knowledge of current and emerging best practice and identifying opportunities for innovation in the implementation of program controls and maintaining simple, consistent and transparent information on multiple project portfolios to enable effective delivery, encourage efficient input and assurance
