We are currently looking for a Business Portfolio Performance Manager for a large federal government department for a permanent engagement (TBC). The role will be based near the Brisbane Airport. 

The program:
The CBT Program capabilities includes an integration capability to automate the exchange of data within select applications, a workflow capability to automate activities and events in select workflows and a digitisation capability to move from paper to electronic forms. The platform will support new business processes by leveraging good/best practice processes from the current SAP technology platform, including Hire to Retire, Procure to Pay and Asset Management.

You will play an integral leadership role for Airservices in shaping the performance of our Information Management and Data Services (IM&DS) Group. In this role you will be instrumental in supporting our move from a developer of products and technologies to becoming a broker, integrator and orchestrator of information management and data services.

Responsibilities:

Supporting the IM&DS Leadership team with relevant insights and recommendations to drive this transition will be the key challenge. Looking ahead in multiple time frames, continuously assessing the needs and performance of the Group together with engaging and influencing decision makers to align investments with business objectives will be critical to success in the role.

Financial management
 
  • Leads the overall financial management function that supports the provision of services, including the identification of costs, ensuring compliance with all governance, legal and regulatory requirements.
  • Drives financial planning processes and standards to support execution of strategy and enables the IM&DS Group operating model. Develops plans, policies and processes for the accounting, budgeting and, where applicable, charging of resources and services, including the definition of cost models and charging models.
  • Negotiates, sets and manages financial budgets and targets, ensuring that there is adequate funding for all targets and plans, especially to meet development and capacity needs.
  • Analyses expenditure, explains variances, and determines options in use of available budget to meet real needs. Assesses financial performance and initiates required improvements.
Portfolio management
  • Leads the application of a framework to define and deliver a portfolio of programmes, projects and/or ongoing services, in support of enterprise strategies and service plan objectives.
  • Drives the implementation of strategic investment appraisals and decision making processes based on a clear understanding of cost, risk, inter-dependencies, and impact on existing business activities.
  • Drives the on-going monitoring and review of the Portfolio performance and recommends / implements corrective action by engaging and influencing senior management.
  • Responsible for implementing effective Portfolio governance arrangements supported by effective reporting.
Portfolio, Program and Project support
  • Defines the approach / policy and sets standards for the support provided for managing and monitoring the portfolio, programs, and projects.
  • Coordinates the development, production and maintenance of business cases; time, resource, cost and exception plans, and the use of related software tools.
  • Drives tracking and reporting progress and performance together with ensuring effective governance
  • Leads the Centre of Excellence (COE) with specific focus on continually improving the tools, process, techniques and templates in line with organisational frameworks ensuring the improvement of program and project delivery. The COE will enable the PMO to deliver the value it was set up for.
Experience required:
 
  • You will have a record of success as a leader in a large and complex organisation. The outcomes you have delivered will highlight your strong background in strategy execution and service delivery. You will have a proven track record as an agent of change in challenging environments and in fostering a confident, capable, diverse and inclusive workforce.
  • You will possess a broad understanding of the major functions, capabilities and challenges across typical business and technology functions. This will be evident through your previous career roles and/or major initiatives that you have been involved in. You can demonstrate how this understanding has enabled you to deliver successful outcomes.
  • You have applied techniques for monitoring and improving the quality of a business functions or processes. This will include the maintenance of compliance with national standards, internal policies/frameworks together with ensuring adequate technology, procedures and resources are in place to drive continuous improvement.
  • Ideally, you will have supported organisations transition into a 'broker, orchestrator and integrator' operating model (or similar) and can both anticipate the challenges and leverage opportunities as they present. You will have an understanding of the services we provide together with an understanding of the drivers in our industry and our strategic agenda;

  • Post-graduate qualifications in Business Management
  • Program management skills with evidence of practical application
  • Working knowledge of relevant tools (SAP; Project Server), industry frameworks (COBIT; ITIL) and project management methodologies (PMBOK, PRINCE2 and agile)
