About us

The Infringement Management and Enforcement Services (IMES) business unit within the Department of Justice and Regulation (the Department) provides end-to-end management of infringement matters to the Victorian Government and a range of external enforcement agencies. The management and enforcement of infringements is critical to the effective and efficient operation of the criminal justice system in Victoria. The criticality of this function has been elevated following the introduction of Victoria's Fines Reform Act 2014 (the Fines Reform Act), which has transitioned Victoria to a wholly administrative fines recovery model.

Fines Victoria is the administrative body responsible for the collection and enforcement of legal debt under the fines recovery model.  This model allows for easier, fairer and simpler collection and enforcement of legal debts. It also makes clear to people who seek to avoid their responsibilities that payment of legal debts is an obligation, not an option. 

About the role

Under the direction of the Business Support Manager, the Business Analyst will be responsible for identifying and modelling business requirements leading to business process improvement across all areas of Fines Victoria Operations, based on the use of detailed analysis, environmental scanning and stakeholder consultation.  The role will also assist operational areas to implement revised processes.  In this role you will:

  • work closely with Fines Victoria Operations management, staff and other stakeholders, in the research and analysis of workflows, business processes and staff functions to develop detailed business requirements
  • manage all projects in accordance with the Project Management Excellence (PME) framework
  • prepare briefs and presentations as required.

The Business Analyst will be an advocate for the benefits and need for reform and will work with the IMES Reform program and other business areas to support IMES to achieve its strategic and operational objectives. 

About you

As our ideal candidate, you will be required to demonstrate:

  • experience in the strategic analysis, interpretation and reporting of complex operational and technical business requirements
  • an appreciation for the operating environment and the ability to use knowledge to design efficient systems and anticipate and address arising issues
  • an understanding of the public sector environment.

A relevant tertiary qualifications in Business, Information Technology or Project Management is desirable.
