Status:  Part Time; 0.8 FTE - 30.4 hours per week. Fixed Term contract until 30 June 2019

NDS is the national industry association for disability services, representing approximately 1,100 non-government organisations. Collectively, our members operate several thousand services for Australians with all types of disability.  NDS’s members range in size from small support groups to large multi-service organisations, and are located in every State and Territory across Australia.

NDS promotes the full inclusion of people with disability and this commitment is outlined in our Disability Action Plan (DAP).

Background:

An important aspect of diversifying the disability workforce is to ensure the workforce can effectively engage with Aboriginal people with disability. The NDS WA 2013-14 Aboriginal Engagement and Employment Scoping Project Report identified the importance of:

  • Creating linkages and partnerships between local Aboriginal communities and disability service providers to jointly identify and overcome barriers to Aboriginal access to disability services;
  • Building cultural competence and awareness of disability service organisations; and
  • Supporting the recruitment and development of an Aboriginal workforce in disability service organisations.

To assist with meeting the projected workforce demands of NDIS in WA, disability organisations must be supported and have access to best practice resources to take specific action to improve the representation of Aboriginal people across all roles (clinical and non-clinical) and at all levels including management and administration. Reform at both national and state level is creating an increase in demand for new support workers.

Position Overview:

This role will develop targeted employment strategies and best practice resources for the disability sector to increase employment opportunities for Aboriginal people and include:

  • working in partnership with relevant Aboriginal groups and/or services (for example, Aboriginal Workforce Development Centres, Real Employment for Aboriginal People, and Aboriginal Health Council of WA) to review and update the NDS Aboriginal Employment Guide with a focus on the disability sector within an NDIS context;
  • facilitating workshops in metropolitan and regional locations to be delivered in conjunction with Aboriginal people to disability sector organisations to introduce the new resource and assist them in improving their Aboriginal recruitment practices; and
  • supporting a number of disability organisations to take on board, mentor and provide potential work placement for Aboriginal staff.

Key Roles and Responsibilities:

  • Develop and support collaborative relationships and networks with stakeholders to strengthen project capabilities, represent NDS WA, and achieve results and project outcomes.
  • Design and develop and update relevant resources and training workshops to support the development of the Aboriginal workforce in the disability sector
  • Maintain knowledge of policy in disability workforce development, including recruitment and retention strategies, relevant State and Federal Government policy within the NDIS environment.
  • Develop and implement strategies to collect, measure, and analyse data for baseline, project monitoring and final evaluation purposes.
  • Participate as a cooperative team member within NDS.
  • Demonstrate a commitment to developing and maintaining quality assurance systems and maintaining a safe workplace.

Key Attributes:

  1. Excellent consultation, communication and interpersonal skills with the demonstrated ability to engage with internal and external stakeholders to achieve results;
  2. Demonstrated understanding regarding policy, strategies and barriers to Aboriginal employment and learning pathways in the disability services workforce;
  3. Demonstrated understanding of the issues facing the disability sector and a strong commitment to improving employment outcomes for Aboriginal people including those with disability;
  4. Strong oral, written and interpersonal communication skills and the ability to oversee the development and facilitation of a range of Aboriginal appropriate training and resources for the disability services sector.
  5. Demonstrated organisational skills and a proven track-record deliver complex projects on budget within tight timelines and with limited supervision.
  6. Computer Literacy, including Microsoft Office Suite;
  7. A tertiary qualification in a related discipline (project management, business, human resources, organisational development) is desirable but not essential; and
  8. Independent travel capability, including to the Lower South West region of WA.
