Who we are:

Westhaven has been a part of Dubbo and the Orana region since 1957, providing employment, transport, respite, recreation, training, accommodation, recreation, socialization, transport, counselling, training and employment opportunities for people with disability to live the life they choose.

Approximately $30 million turnover reinvested into the Dubbo community set to double in the next decade.  The introduction of the National Disability Insurance Scheme (NDIS) and fee for service model, requires diversification of income sources and creation of partnership arrangements with business and other community sectors. Westhaven’s statutory OOHC services are adapting to the NSW Governments major policy reforms known as the Permanency Support Program and Intense Therapeutic Care for children with significant disabilities. The growth requires a strong General Manager to strategically drive long-term efficiencies with effective insight into growth opportunities and enhance performance standards.

The role

Ensure organisational objectives are implemented and delivered through the effective leadership of the Children Services and Intense Support team. Ensure the team achieve agreed quality and performance standards for adults and children/ young persons being supported to utilise their abilities and live the life they choose. Advise and support the CEO with nimble and complex insight into growth opportunities for adults and children/young persons living with a disability. Provide strategic analysis of impact on the sustainability of Westhaven and other key risks, while ensuring compliance with complex statutory and other legislative obligations. Maximise the quality, effectiveness and efficiency of the service offerings for Intensive Adult Service and Children Services, and ensure on-going accreditation with relevant bodies.
Oversee the effective functioning of adults and children living with disability who require intense support to maximise their abilities.  Ensure behaviour support strategies and restrictive practices reflect the abilities of those receiving Westhaven Intense support services within their homes and in the community.

In particular you will be required to:
  • Direct Children Services and Intense Support senior leadership team, to deliver services to adults and children/young people living with a disability.  Oversee the management of residential (statutory) and voluntary Out of Home Care; Non Placement Support Services; Adult Group Homes (with adults requiring intensive support) and respite support. Ensure excellence in operational performance and budget clarity,maintain excellent customer and stakeholder engagement satisfaction levels.
  • Create and maintain a passionate team dedicated to supporting and enabling adults and children/young persons living with a disability to live life the way they choose;
  • Establish performance management framework to enable effective monitoring of the Children Services and Intense Support Service.
  • Pursue, evaluate and advise identified growth opportunities that align with the philosophy of the charity.
  • Seek opportunities to achieve efficiencies of service; maximise performance of paid carers through an on-going commitment to excellence through high quality training; and improve financial effectiveness of Westhaven’s services.
  • Align continuous quality improvement and compliance frameworks to the preparation, communication, and execution of operating objectives, plans and programs;
  • Monitor and advise on risk issues, coaching development of team strategies and practices to mitigate and control operational risk;
  • Develop sound relationships with stakeholders, funders and community to enable sustained growth of Westhaven;
  • Regularly report on interaction activities in the region that impact on adults and children/young person living with a disability;
  • Ensure Children Services and Intense Support senior leadership team are competent to work effectively with their teams, customers, clients and children, delivering to agreed key performance indicators;
  • Support the development and maintenance of agreed Service Level Agreements to ensure Children Services and Intense Support fully utilise and optimise Westhaven centralised finance and procurement, infrastructure and Support Services.
  • Drive culture of innovation of learning and innovation to enable staff to excel.
  
Who you are
  • Tertiary qualified and experienced in relevant specialist area
  • In-depth strategic understanding of the sector and professional practices.
  • Demonstrated effective communications and influencing skills
  • Competent user of MS Office and technology.
  • Sound leadership skills and management of a complex service delivery team in a Not for Profit
  • Understanding of key areas: Adults with complex behaviours; Permanency support Program; Out of Home Care; Restrictive Practices; NDIS; disability,and mental Health; Trauma, neglect and abuse
