The Kimberley Land Council Aboriginal Corporation (KLC) is an association of Aboriginal people in the Kimberley region. It is a peak regional community organisation.
The KLC was established in 1978 by Aboriginal people to work for the protection of traditional land and waters and is charged with the responsibility to protect, enhance and gain formal status (legal, social and political) for the customs, laws and traditions of Kimberley Traditional Owners.

As the Federal Government recognised native title representative body for the Kimberley region, the

KLC has statutory functions under the Native Title Act (Cth) 1993. In accordance with these functions, it assists Aboriginal people to obtain recognition of, and fully enjoy, their native title rights and interests. Native Title Operations of the KLC are funded primarily, but not exclusively, by the Department of Prime Minister and Cabinet (DPMC).

The KLC is conscious of the dynamic change taking place in contemporary Aboriginal society, and emphasises the role of Kimberley Traditional Owners, our members, and communities in managing that change. In this context, it is dedicated to the development of a modern, sophisticated and innovative service to our members and the community.

POSITION DESCRIPTION
The Project Officer plays an active and vital role in the coordination and delivery of a regionally based native title service to Traditional Owners throughout the Kimberley. This position works closely with other KLC units and Traditional Owner groups to progress native title determinations and provide post determination support to the Registered Native Title Body Corporate (RNTBC) and to advance native title rights and interests.
Duties include:
• Develop and maintain effective working relationships with Traditional Owners and other Aboriginal people in the Kimberley region.
• Under the direction of the Native Title Services Manager and East Kimberley Region Manager, and in conjunction with KLC legal practitioners, assist with the development of work plans and budgets for native title determination applications and RNTBC’s and related projects, resource management activities, and economic development measures in accordance with the KLC’s strategic and operational objectives.
• Responsible for the development of project work plans and budgets for native title determination applications and related projects including with RNTBC’s. Manage, monitor and report on the implementation and progress of work plans and budgets.
• Liaise with relevant external agencies on native title determination applications and related projects, including with RNTBC’s and ensure all team members are kept informed.
• Assist KLC legal practitioners in the provision of information to, and the taking of instructions from, Traditional Owners about native title determination applications and related matters including with RNTBC’s.
• Manage the field component of external consultant contracts to ensure specified outcomes are achieved and all terms and conditions are met.
• Assist Traditional Owners to develop culturally-appropriate structures and processes for decision making, conflict resolution and advancing their native title, related resource management, and economic development priorities and interests.
• Participate in conferences with other members of Native Title Services and Legal Unit and report on the performance of activities and budgets for which the Project Officer has responsibility, including the collection and preparation of activity reporting information.
• Assist Senior Project Officers in the region where directed, with reference to work priorities identified in the approved KLC Strategic and Operational Plans.
• Arrange Native Title meetings where directed, in accordance with native title processes, including notifications, expenditure requests, venues, transport and accommodation and meeting documents as required and to budget and update native title claim contacts lists.
• Manage and control KLC assets within the Project Officer’s responsibility.
• Comply with KLC policies and procedures.
• Participate in staff performance appraisals, consistent with the KLC’s staff performance management policy, including the identification of training and development needs.
• Participate in KLC Regional Teams planning and activities where directed
• Perform any other duties consistent with the above as directed from time to time

Essential:
• Demonstrated ability and interpersonal skills to work with Australian Indigenous people at a community and organisational level.
• An ability to manage projects in a cross cultural and remote environment. This includes setting work priorities, working under pressure and meeting deadlines in accordance with the KLC’s strategic and operational objectives.
• Ability to manage project budgets and exercise financial delegations.
• Ability to report on the performance of Native Title Services Unit projects, including the collection and preparation of information for output reporting.
• An understanding of the issues facing Australian Indigenous peoples and knowledge of the native title issues and processes affecting service delivery in this complex environment.

Salary and Benefits: Level 4.0 to level 5.7
A 2-year contract with an attractive salary package ranging from $54,140.53 - $66,143.78 dependent on experience, with 9.5% Superannuation. Plus, additional salary allowances including district allowance, annual airfare where applicable, air-conditioning subsidy, rental assistance where applicable, salary sacrificing options and 5 weeks annual leave.
