POSITION TITLE: Projects Lead

CLASSIFICATION: Social, Community, Home Care and Disability Services Industry Award 2010 – Social and Community Services Employee, Level 6.1

HOURS: 30 hours per week (10 month fixed term contract to 30 June 2019)

TOTAL REMUNERATION: $69,061.20 per year (plus Superannuation), with available salary sacrifice option

LOCATION: Brisbane – travel may be required

BACKGROUND

The Projects Lead position is responsible for managing the delivery of QDN’s project work with respect to project implementation and reporting, including the timely achievement of deliverables, within agreed budgets and performance levels. The position will require travel. The position will also require delivery of aspects of the projects.

One of the key projects this position will have responsibility for is the NDIS Peer to Peer Advocacy project. The project will deliver peer 1:1 and/or small group support, coaching and mentoring for people with disability (and their supporters) who are getting ready to access or making access request to the National Disability Insurance Scheme (NDIS), or are getting ready for their NDIS planning meeting or want support from an peer advocate at their planning meeting.

It is a 12 month project that has been funded by the Department of Communities, Disability Services and Seniors, and will work with people with disability who need support to make access to the NDIS, and in their NDIS planning who live in the roll out areas for the final year of transition to the NDIS. This includes areas in the South East corner of Queensland including Brisbane, Gold Coast, Logan and Redlands, Moreton Bay, Fraser Coast, and Sunshine Coast Local Government Areas (LGAs).

The project aims to increase the number of new and existing people with disability complete the NDIS access pathway and participate actively in their NDIS planning meeting.

The position will work within the requirements of the QDN Quality System, demonstrate commitment to continuous improvement and contribute to internal and external auditing processes as required under ISO9000.

The term of the position is 10 months.

Responsibilities can include engagement with people with disability, supporters and broad range of stakeholders across community and mainstream agencies, support, and assisting with implementation and monitoring of activities and events and contribute to identifying and resolving issues.

KEY RELATIONSHIPS AND REPORTING STRUCTURES

The Projects Lead reports directly to the Business Development and Operations Manager and will have line-management responsibilities across the project team.

This position works as part of a team where interdependencies and collaboration with colleagues, QDN members and internal and external stakeholders are critical to the successful delivery of projects, services and activities.

POSITION SCOPE

The appointee is accountable for the delivery of work assignments and projects, recognising when matters need to be referred to management for resolution.

KEY ACCOUNTABILITIES

Fulfil the accountabilities of this role in accordance with the QDN’s ethics, principles and values and the following four areas of accountabilities outlined below:

  • Project Delivery
  • Corporate governance
  • Communications
  • Finance and resource management

In relation to project delivery, the position will:

  • engage with people with disability and their supporters to give them information and support around the pre-access, access, pre-planning and planning phases of the NDIS
  • deliver project management and lead team workloads in regards to delivery of the project outcomes and deliverables
  • successfully develop and manage relationships with key stakeholders and allies, including peer advocates, people with disability, government and community organisations to deliver project outcomes
  • Manage project team, staff and contractors including staff performance, ensuring the completion of probation and performance reviews, updating of position descriptions and duty statements to deliver outcomes
  • Coordinate internal resources to ensure successful delivery of projects within scope, schedule and costs
  • assess and analyse project needs with regards to complex needs and interface issues and identify and deliver solutions in line with project outcomes
  • ensure staff support and resource people with a disability to participate in organisational activities
  • be responsible for the provision of relevant professional development and training, and
  • other duties as identified and directed by the Chief Executive Officer.

In corporate governance the position will:

  • Deliver and monitor project plans and communication strategies associated with QDN’s various projects
  • Provide timely and strategic reporting to QDN’s Chief Executive Officer, Board sub-committees and project advisory committees with regard to the ongoing progress of projects
  • maintain the QDN’s paper and electronic records and documents in accordance with the organisation’s procedures and ensure compliance with all relevant national and state legislation
  • work with due consideration to the broader mission, strategic priorities and work plan of QDN and individual team members, and
  • ensure compliance with QDN’s Quality Management System and provide guidance to staff on implementation of ISO9001:2015 and Human Services Quality Framework requirements.

In communications the position will:

  • prepare a range of time-sensitive written content for the QDN Projects, including policies, project plans, reports, submissions, presentations, newsletters, website content, publications and communication material
  • identify and establish productive working relationships with relevant government, private and not for profit organisations and agencies to influence state and national policy
  • represent the position and views of QDN to all relevant internal and external stakeholders in a way that enhances the reputation of the association
  • be a public spokesperson for QDN in accordance with Board of Directors delegations
  • provide timely, expert advice to key internal stakeholders regarding the ongoing progress of projects, and
  • ensure that the Business Development and Operations Manager and CEO are well and fully informed on all aspects of the functioning of the projects and business development opportunities including proactively advising the Business Development and Operations Manager and CEO of risks to the organisation.

In financial and resource management the position will:

  • actively seek, develop and support the increase of funding opportunities to ensure ongoing growth of QDN’s financial resources
  • coordinate internal resources, direct project staff and assist members with the implementation of key activities to ensure projects deliver the required outcomes
  • ensure projects are delivered on time, within scope and within budget
  • inform line managers of ways to improve outcomes and/or reduce expenditure, and
  • promote membership growth.

ESSENTIAL KNOWLEDGE, SKILLS AND ATTRIBUTES

The essential knowledge, skills, and attributes of the appointee include proven:

  • demonstrated understanding of the policies, practices and guide-lines that inform contemporary disability practice at a state and national level, with a focus on planning in the context of the National Disability Insurance Scheme
  • demonstrated high level written and oral communication skills, with the ability to communicate effectively with a range of Government and Community stakeholders
  • ability to work effectively with broad range of stakeholders, including people with disability to support people with a disability in a peer leadership role
  • ability to build and maintain appropriate working relationships with colleagues and external stakeholders
  • ability to work in complex environments, and
  • ability to manage competing demands within limited timeframes.

PERFORMANCE MEASURES

  • Implementation of the project plan.
  • Agreed project outputs and outcomes (workshops, materials) delivered on time and on budget.
  • Feedback from key stakeholders.

QUALIFICATIONS AND SALARY

Qualifications and relevant experience in the areas of disability, human services and/or social sciences is preferred, however not required.

The position is for a 10 month fixed term to 30 June 2019 and are based in Brisbane, however travel intrastate and interstate may be required.

QDN operates under the Social, Community, Home Care and Disability Services Industry Award 2010 and the position is paid as a Social and Community Services Employee, Level 6.1 for a 38 hour work week.

The total remuneration is $69,061.20 p.a., plus 9.5% superannuation. Salary Packaging is available.

PRE-EMPLOYMENT SCREENING

The ability to gain a cleared National Police History Check and possess a current Queensland Drivers Licence.

The appointee must ensure that they hold and keep current the required registration to perform in the role (e.g. yellow or blue card, AHPRA, drivers licence) and advise QDN of any change in circumstances that may impact on the continuation of registration or licence.

PERFORMANCE APPRAISAL PROCESS

A probation period of three months applies.
