Health Purchasing Victoria (HPV) is seeking to appoint an efficient and proactive procurement coordinator with a strong background in sourcing to the role of Category Officer. HPV currently has opportunities within both the Clinical and Pharmaceutical Sourcing streams. The Category Officer will perform a vital role in providing high level sourcing support to assist Category Managers across various procurement activities.

About HPV

Established in 2001 to improve the collective purchasing power of Victorian public health services and hospitals, HPV achieves best value outcomes in the procurement of health-related goods, services and equipment through 58 contract categories.

We work in partnership with public hospitals and health services to understand their requirements, facilitate large-scale tenders and manage common-use contracts on behalf of the state. HPV also takes a lead in identifying and evaluating opportunities for collective procurement and projects that enhance public health procurement capability.

HPV is responsible to the Minister for Health and works closely with the Department of Health and Human Services. HPV is an independent statutory authority under Section 129 of the Health Services Act 1988. As HPV continues to grow its value under contract and expand into non-clinical and greenfield contracts, our aim is to advance safe, affordable and sustainable healthcare

Category Officer Key Functions

• Provides support to the HPV procurement team working closely with Category Managers, Senior Category Managers and other Sourcing staff.
• Supports the achievement of key procurement deliverables through the ability to coordinate monthly reports, manage supplier performance metrics such as sales reporting and business reviews, along with coordinating supplier visits and meetings with stakeholders.
• Ensure best practice procurement processes are being met to help deliver best value outcomes.
• Conduct preliminary category research for the purpose of invitation to supply and opportunity analysis.
• Take ownership of low complexity Invitation to Supply processes and assist the Category Manager with more complex Invitation to Supply and carry out implementation of such contracts.
• Conduct the supplier business review process in conjunction with the Category Manager
• Undertake preliminary engagement with suppliers and health services
• Identify risks to contract performance and communicate this to the Category Manager and Sourcing Heads along with identifying further opportunities within contracts
• Verify compliance of records management in accordance with regulatory requirements

Key Selection Criteria:

• Degree qualified (Bachelor Business, Bachelor Commerce, Bachelor Procurement and Logistics or supply chain, preferred).
• Strong experience in data analytics and beginner to intermediate level Microsoft Excel
• Exposure to sourcing for Pharmaceutical or Clinical based categories (preferred yet not mandatory)
• Ability to prepare and deliver correspondence, reports and presentations on complex issues for a range of stakeholder groups
• Experience in providing assistance and coordinating tasks for a variety of team members at different organisational levels
