About the Role

The Community Planning and Research team ensures that Council's responsibilities in the areas of community and cultural policy and strategy development are well met within the constraints of relevant legislation, annual budget and to assist the Group Manager to meet the unit’s obligations. The unit administers Inner West Council's Grants Program in compliance with financial and quality assurance frameworks. 

This position will provide guidance, leadership and accountability within the unit in the preparation, implementation and monitoring of integrated community and cultural planning policy outcomes for the Inner West local government area.

The role will also be responsible for providing strategic advice relating to a range of matters social and cultural infrastructure and impact assessment, conduct strategic social and cultural research investigations and analysis to inform Council's commitment of resources through grants and partnerships, and guide alignment of Council's investment in social and cultural resources and Council's grants program with the community strategic vision. 

This position is responsible for coordinating teams of staff and professional colleagues to provide services including:

  • Strategic land use planning advice relating to population needs, sector needs and community infrastructure requirements
  • Timely preparation and implementation of strategic planning policy
  • Maintaining an accurate and high quality level of reporting to Council and executive.
  • Ensure community and stakeholder engagement is maintained and consistently delivered to a high standard.
  • Research and data analysis relevant to strategic community and cultural planning.
  • Direct the strategic alignment of Council's grants programs with the community strategic vision. 

You will lead the work and activities of the Community Planning and Research to ensure the team consistently works to meet its targets and commitments against their individual or team work or performance plans and Council’s Operational and Strategic Plans. 

You will lead and inspire the team, coach and develop staff, facilitate partnerships across Council and help solve problems and resolve issues, and model achievement of goals and commitments. You will be responsible for:

  1. Effective leadership of staff within the Community Planning and Research team
  2. Ensuring a high level of internal and external customer satisfaction with the performance of the Community Planning and Research team
  3. Individual and team performance management and development.

Key duties

Reporting to the Social and Cultural Planning Manager, you are to lead, supervise and collaborate
with the relevant stakeholders for the delivery of the following functions:

  • Lead Council’s land use strategic planning team to ensure the timely management of policy and strategy development and implementation.
  • Provide specialist support, guidance and advice to the Manager and other staff relating to strategic planning matters, associated policy and land use matters.
  • Remain informed on contemporary practices and relevant legislation (including the Disability Discrimination Act, and relevant human services policies including Child Protection, Local Government Act 1993 and etc).
Some of the required skills, experience and qualifications
  1. Tertiary qualifications in Business Administration, Humanities, Social Sciences, Town Planning or related discipline.
  2. Extensive experience in strategic community and cultural planning and/or policy development and implementation and excellent knowledge of the Local Government Act in relation to grants management and administration.
  3. Demonstrated experience leading and coordinating social impact assessment, social research programs and initiating research and development partnerships.
  4. Leadership capabilities with proven ability to effectively lead, motivate and coach teams towards strategic outcomes commitment to deliver and embed a culture of excellent customer Service.
  5. High level critical thinking and problem solving abilities with capacity to solve complex and diverse issues in a timely manner demonstrating commitment to process improvement.
