About the Role
As a member of the Infrastructure Planning team, the Utilities Planner is responsible for the development of long term growth plans for the Utilities and Energy infrastructure at Melbourne Airport.  Using your expert knowledge of utilities growth drivers and subject matter expertise, you will lead and drive the development of both the long term utilities master plan and the utilities components of the precinct plans that optimise overall business performance, providing leadership and subject matter expertise.
 
The responsibilities of the role include: 
  • Utilities Planning: Using industry best practice methodologies, prepares the 20 year Airport Master Plan for Utilities & Infrastructure in consultation with the Infrastructure Procurement and Delivery (IPD) team, ensuring infrastructure capacity trigger plans are maintained against forecast growth for each of the Utilities.  Develops the Utilities strategic development plans for High Voltage Electricity, Water, Gas, Thermal and Drainage Utility networks, ensuring forecast capacity, growth, performance, and compliance trends are incorporated, to enable proactive management action to be undertaken. 
  • Airport Development: Provide direction and guidance to ensure investments are consistent with the airport Master Plan and Precinct Plans, capital spend targets are met against the Aeronautical Services Agreement and Capital Plan where applicable, and supporting the delivery of development projects from feasibility and design phases.  Playing a key role in the decision making process of key strategic developments, you will also review utilities projects annually with the IPD development and operations managers to inform the Capital Plan.
  • Stakeholder Engagement: Using your strong understanding of customer and relevant stakeholder needs, you will develop a comprehensive engagement plan for all areas of the business to ensure developments, growth and performance requirements are understood and cross department requirements are accurately captured.  You will also be responsible for informing the business understanding of utilities and energy markets, future context and strategic position for Melbourne Airport, as well as engaging utilities providers, customer and government agencies as relevant on planning and development of projects to ensure the business objectives are met.
The Ideal Candidate:
  • Tertiary (Degree or Diploma) qualification in Architecture/Engineering / Economics / Planning or related discipline and/or equivalent experience gained within a utilities planning, design or development environment.  Airport planning experience would be advantageous.
  • Significant experience and interest in strategic planning and evaluation of options (technical and commercial).
  • Detailed understanding of awareness of relevant regulation and legislation (i.e. ICAO Annex 14, MOS 139, IATA ADRM).
  • Analytical problem solving approach that uses research, insights and data to inform decision making.
  • Highly organised and able to multitask plan, prioritise, organise and monitor activities and projects with an attention to detail and a continuous improvement focus.
  • Demonstrated experience in report writing and the presentation of complex information to senior business leadership.
  • Demonstrates experience in stakeholder leadership, particularly in managing needs of multiple stakeholders to achieve target outcomes.
  • Demonstrates strong IT literacy with experience in planning and design tools (3D design).
