  • VPSG-4 range $82,574 - $93,689 p.a. + super + leave loading
  • One full time, fixed term (until 30.06.2020) position available
  • Position located at the Victoria Police Centre, 637 Flinders Street, Docklands

The Change and Communications Officer position is located within the Roadside Drug Testing (RDT) Sustain project team and primarily reports to the Senior Project Manager. The role will undertake organisational change management and communication activities.

Some of your duties will include:

  • Preparing and developing Change Management and Communications Plans on behalf of the project to inform and engage with impacted stakeholders and employees of Victoria Police.
  • Providing input into strategies, plans and templates.
  • Working closely with an external industry consultant to implement and embed business improvement opportunities on behalf of the organisation.
  • Managing the development of project change management and communication artefacts.
  • Drafting communications for internal audiences and in some cases, external releases.
  • Managing project stakeholder engagements and communications, including stakeholder engagement activities.
  • Working with the RDT Sustain project team to support leaders within Victoria Police to integrate communication and change activities as part of the project implementation.
  • Compiling, producing and editing communications content and implement activities required to execute the change and communication plans in line with specific business and project objectives.
  • Identifying stakeholders, performing stakeholder analysis and developing communication plans to meet specific stakeholder needs.
  • Performing change readiness and impact assessments to inform change and communications planning.
  • Developing effective relationships with stakeholders, and supporting them in preparing for communications and change.
  • Actively engaging with stakeholders to ensure that communication strategies are successfully implemented and evaluated.
  • Contributing to the ongoing development of change and communication strategies and related plans for specific business and project phases.
  • Supporting the planning and coordination of stakeholder engagement activities, such as meetings, workshops, focus groups and presentations.


As the successful applicant, you will have:

  • A demonstrated record of achievement in planning and managing the development, implementation and delivery of change and communication programs within a large, complex environment and to external clients within tight timeframes.
  • Proven experience as a Change and Communications professional consulting with senior managers and staff at all levels of an organisation to provide pragmatic solutions to business objectives and projects.
  • Demonstrated experience in working in a Change, Communications and/or Project Team within a diverse and dynamic organisational environments.
  • Excellent verbal communication and interpersonal skills with a proven ability to gain cooperation and achieve realistic outcomes.
  • Highly developed analytical, conceptual, written communication and presentation skills including the ability to tailor the message to the needs and interests of the audience in reports, policy papers and written and verbal briefings.
  • Proven ability to monitor client and stakeholder satisfaction, and constructively manage stakeholder issues to ensure positive outcomes for the stakeholder and the organisation.


Requirements and relevant information:

  • Applicants must be an Australian Citizen, Permanent Resident or hold a valid work permit or visa.
  • The incumbent will be required to complete the OHS requirements of the organisation, which may include local level training relating to equipment usage and Hazardous Chemicals.
  • You may be required to work at locations outside of Victoria Police, such as other Government agencies and external service providers.
  • This position is primarily located at the Victoria Police Centre - 637 Flinders Street, Docklands.
