About the Strategic Reform Branch
The NSW Health Strategic Reform Branch (SRB) has been established to lead and support health system reform. The Branch reports to the Deputy Secretary, Strategy and Resources in the Ministry of Health.

Key functions of the Branch are to lead the development of:

  • the strategic vision for health into the future; 
  • shared system priorities;
  • collaborative strategic relations within the health cluster and across government agencies; and
  • purposeful measurement, analysis and economic appraisal of strategic priorities.

The Strategic Reform Branch works in a fast-paced collaborative environment, with a wide range of internal and external stakeholders. The Branch is supporting an exciting phase of innovation and change and the position will play a role in helping to shape the future direction of the NSW health system.


What you'll be doing

The Manager, Strategic Change, leads the development and implementation of communications and change management strategies to support collaboration, stakeholder engagement, and effective transition and adoption of key strategic reforms across the NSW health system. 
Strategic thinking and strong change communication and engagement skills are an essential part of this role - you will be providing specialised advice to a range of senior internal system stakeholders and recommending tactical and strategic steps to achieve the objectives of the team.
The key outcomes for this position will deliver: 

  • Development of iterative communication strategies including key messaging to support all individual strategic reform priorities and the vision for strategic reform more broadly.
  • Well received engagement processes that gain support for reform visions and solutions.
  • Effective application of cultural changes and process to support the successful implementation of reforms.

A key immediate priority of the Strategic Reform Branch is to drive the Leading Better Value Care Program (LBVC) Program which is one of NSW Health?s strategic initiatives. The LBVC program has been established to:
  • provide the best care for patients by supporting a focus on patient experience and patient reported health outcomes measures;
  • develop approaches to commissioning and contestability; and
  • work in partnership with key stakeholders and support workforce reform. 

The key goals of the LBVC program are:
  • focussing on patients by adopting a patient experience and health outcomes approach;
  • supporting a move from volume-based care (outputs) to value-based care (outcomes)
  • addressing future demand and fiscal pressures by creating new system capacity through more efficient and effective care and services.

You will have

  • Superior oral and written communication skills, with the demonstrated ability to analyse and present complex information and concepts in a compelling way to a broad range of stakeholders. 
  • Knowledge and understanding of the health system and the roles of different stakeholders.
  • Demonstrated experience leading and developing capability in a team to foster a performance based and customer focused approach to delivering work priorities.

Selection criteria ? Required knowledge, skills and experience

  • Extensive experience and record of achievement in the development, implementation and oversight of communications strategies to engender support for complex initiatives or projects.
  • Demonstrated experience in applying change practices to effectively oversee and support the adoption and implementation of complex reforms or transformation projects, including relevant qualifications or equivalent experience.
  • Proven capacity to contribute to and implement strategic initiatives on a large scale, including the capability to plan, manage change, improve performance and project manage across diverse stakeholder groups. 
  • Superior organisational and project management skills working in a high volume and demanding professional environment with the capacity to prioritise, plan, implement, monitor and evaluate projects to achieve business outcomes.
  • Superior interpersonal, influencing and negotiation skills, with extensive experience engaging and building constructive relationships with key stakeholders to achieve project goals and outcomes.
