This is a fantastic opportunity to lead policy development during an exciting time of growth and change for NZDF's Estate and Infrastructure.

What you will do

As the Deputy Director Policy you will be responsible for setting the operational direction for Estate and Infrastructure through the development of effective policies that will deliver fully on estate outcomes and define clearly the plan of action moving forward. You will work across not only Estate and infrastructure but wider NZDF to support policy development, mitigate issues and identify opportunities along with establishing priorities and weighing these against the changing requirements of the organisation. Your team's policy development will meet the current legislative requirements, regulatory requirements and enable the delivery of broad defence and all of government objectives. The outcome of your work will lead to robust direction outlined in the relevant Defence Force Order.

There is also a great opportunity to provide oversight and leadership to the Sustainability Framework for Estate and Infrastructure and bring a fresh new approach in this area. A new programme of work has been initiated and your team is at the forefront of this initiative for NZDF.

What we need

You'll have considerable experience in governance and policy leadership preferably (but not necessarily) within an asset management or property functional area. With your strong background in analysing policy, proactively managing complex issues, finding effective solutions and seeing new opportunities you will deliver much needed guidance for the management of the defence estate.

You'll be effective at working alongside key stakeholders to establish both existing and future user requirements, use an established policy framework and set priorities for policy development going forward. You will be highly successful at delivering quality outcomes in complex stakeholder environments. Your commitment, drive and ability to make confident, forward thinking, environmentally aware and sustainable decisions for NZDF will be highly valuable.

You'll hold strong leadership skills and be successful in building trust, confidence and collaboration amongst members of your team as well as being able to communicate confidently and influence across all levels in the organisation to secure a high level of stakeholder engagement and buy at all stages in the process.

Who we are

The Defence Estate and Infrastructure's purpose is to develop, maintain and manage land, property and infrastructure assets in order to support NZDF military capabilities and all of government outcomes, through the Defence Estate Regeneration Programme. The Defence estate comprises over 80,000ha of land with infrastructure and buildings. Defence Estate and Infrastructure is gearing up for major reinvestment and recapitalisation work over the coming years to 2025. Defence Estate and Infrastructure is responsible for estate strategy, performance and delivery of fit for purpose and sustainable Defence estate solutions. Strong and effective policy will be the key to its success.

Currently this role is based in Wellington, however, there is the potential consideration for the role working out of the NZDF Auckland Hub Office. In this instance, we would require that the successful person travel to Wellington on a fairly regular basis.

The minimum citizenship and residency criteria for security clearances to be granted by the NZ Defence Force are as follows:

Higher level Security Clearance

  • most preferably a NZ citizen, who has resided in this country continuously for at least the last ten years, OR
  • is a citizen of, and/or has resided continuously in one or more of the following countries for the last ten years: either Australia, Canada, NZ, the United Kingdom (UK) or the United States of America (USA); and has a background history that is verifiable and can be assessed as appropriate by the NZ Security Intelligence Service (NZSIS) towards a recommendation of suitability for a security clearance at this level.

If you do not meet these minimum criteria, we will not be able to accept your application.
