NZ Policy & Communications Officer

New Zealand Office, Royal Australasian College of Surgeons (RACS)

RACS is the leading advocate for surgical standards, professionalism and surgical education in New Zealand and Australia, across nine surgical specialties. It is a not-for-profit organisation that represents more than 7000 surgeons and 1300 surgical trainees and International Medical Graduates. RACS also supports healthcare and surgical education in the Asia-Pacific region and is a substantial funder of surgical research.

Overview

RACS is the professional medical body in New Zealand and Australia for the education, training and continuing professional development of surgeons in nine surgical specialties.  It sets the standards for surgical practice and advocates to the government and relevant statutory organisations for those standards. This position has a focus on the development of policy and submissions, on building strategic relationships and networks and on communicating RACS views internally and externally.

Primary Objective

RACS seeks to be proactive in developing views on health issues and the New Zealand government and its health agencies consult regularly on matters related to the standards and delivery of health services in this country. The incumbent will assist with research for submissions and position papers, in understanding the potential impact of new policies, laws or positions and with collation of information and drafting of responses.  The incumbent will develop and maintain relationships with key stakeholders, both statutory and non-statutory, on order to have an understanding and be up to date on matters that impact on surgery and surgical services.

It is important that RACS Fellows, Trainees, specialist surgical societies and International Medical Graduates are advised of RACS activities on their behalf; and that government, its agencies, other external groups and the public are also aware of the RACS’ activities.  The incumbent will work with relevant Fellows, Trainees, IMGs and other staff (including those in Australia) to inform and raise the profile of this College, its Fellows and its activities.

The key areas of responsibility are:

  • Conduct research and analysis of relevant material for policy development, submissions and advocacy activities.
  • Develop and maintain a network of relevant contacts and effective working relationships to enhance the knowledge required to fulfil the requirements of this position.
  • Identify documents and media which have the potential to impact on surgical standards in New Zealand and the work of the College.
  • Keep key stakeholders informed via regular reporting on policy, relationships and communications activities.
  • Prepare communication collateral and media releases on proactive and reactive basis.

The ideal candidate will possess the following qualifications, experience and skills:

  • Experience in researching and understanding information in the health and/or political environment and using this to develop submissions and/or policies and to provide advice.
  • Experience in developing strategic relationships with a wide range of people, including professionals and executives from varying backgrounds.
  • Excellent interpersonal, oral and written communication skills with the ability to relate confidently and work through consultation and in partnership across a spectrum of health professionals and staff.
  • Experience in developing communication material such as newsletters, media releases, pamphlets, and related collateral material.
  • A relevant tertiary qualification or combination of education, training and experience applicable to this role.
