Fire and Emergency New Zealand is a Crown Entity established on 1 July 2017 under the Fire and Emergency New Zealand Act 2017. The role of our new organisation is to reduce unwanted fires, respond to structural and vegetation fires and other emergencies including motor vehicle crashes, medical emergencies, hazardous substance related incidents, natural disasters and support increased community resilience.

Our new, unified organisation provides a fire and emergency service that delivers for communities, and the firefighters who serve them, now and in the future.

The Programme Management Office (PMO) is responsible for the definition and maintenance of programme and project management standards across the organisation. This function will support the successful delivery of projects undertaken by Fire and Emergency New Zealand (Fire and Emergency) through effective governance, facilitation, tracking and reporting.

Oure Manager Project Management Office will establish and lead the PMO function within Fire and Emergency. The role requires extensive leadership and management skills, coupled with strong Programme, Project Management (PPM) skills and experience. The Manager PMO will lead a small team of internal and external Project Advisors and Project Managers to support the delivery of programmes and projects in line with best practice project management methodology.

The purpose of this position is to:

  • contribute to the strategic direction of Fire and Emergency by leading the design and establishment of the PMO
  • responsible for the establishment of programme and project methodologies and frameworks that facilitate agility, quality decision making, and puts adequate emphasis on the impact of change on the business
  • build organisational programme and project management capability by monitoring capability levels and developing appropriate interventions to build and sustain the capability
  • ensure the overall PMO work programme is effectively planned and managed according to accepted best practice
  • be the champion for best practice in programme and project management which includes sharing lessons learned and best practices across programmes, projects, and the wider business.

To be successful in this role you will need:

  • significant experience in establishing and leading an enabling PMO which is focused on the pragmatic application of best practice systems and processes
  • significant programme and project management experience which includes demonstrable experience leading a large multi-phase or complex programme of work
  • proven experience in successfully leading and managing project professionals
  • a proven ability to develop trust, credibility and collaborative relationships with senior leaders, peers and staff, and demonstrated strong interpersonal skills to successfully negotiate and influence others to achieve shared outcomes
  • a proven ability to think strategically, conceptually and laterally, to develop frameworks, and operate organisation-wide systems and processes.

This is a fixed term position for 18 months. The remuneration range for this position is $126,164 to $148,429. Benefits include matched KiwiSaver employer contributions of up to 6%, life and income protection insurance for KiwiSaver contributors, and unlimited fair use sick leave policy.
