The Research, Training and Workforce Development Manager will focus on the RTO business growth, sustainability and compliance.  Provide advice on workforce planning, development and structure for the Aboriginal Community Control Health Sector.  Ensure the autonomy and independence of AH&MRC Ethics Committee in accordance with the Guidelines and Key Principles.

Registered Training Organisation (RTO)

  • Management of the Aboriginal Health College operations, the RTO scope of registration and resources ensuring currency with accredited training reporting and reporting requirements
  • Ensure overall compliance of the RTO with all relevant external bodies - including contract requirements, quality assurance, accreditation and legislative requirements
  • Manage risk through coordinator of internal audits to ensure services are delivery in accordance with ASQA requirements, contractual obligations and Aboriginal Health College risk management and quality frameworks
  • Manage the compliance requirements for AQTF and VETAB requirements in scoping applications and delivery
  • Contribute to new business tenders (including State and Federal government funded offerings)
  • Identify opportunities to create new business opportunities within new and existing accounts, rolling out non-accredited and accredited training courses
  • Establish and maintain relationships with funding bodies and with ITABs to remain current with industry developments and training package update
  • Review and continually improve the RTO activities, programs and service delivery, ensuring that it remains current and underpins effective operations, and high levels of quality and service.

Board Relations and Organisational Performance

  • Accept responsibility and be accountable for the Research, Training and Workforce Development Unit and provide advice to the Board
  • Collaboratively work across multiple government agencies in defining, prioritising and coordination planning for improved educational, and research outcomes that benefit Aboriginal people
  • Ensure compliance to Training Standards, Ethical Guidelines for Research involving Aboriginal people and legislative requirements
  • Under direction from the CEO and provide Board of Directors with relevant information and delivery advice as appropriate.

Essential Criteria

  1. An understanding of Tertiary Education and Training Sector, public affairs relating to Aboriginal Health and Research
  2. Current experience working in and managing an RTO (a must)
  3. Excellent writing skills with proven ability to research and create clear policy documents and reports for a range of audiences
  4. Excellent verbal communications with ability to communicate effectively with Aboriginal people, government stakeholder regardless of seniority, including ability to convey complex information in an acceptable way
  5. Demonstrated knowledge and understanding of the Australian Skills Quality Authority, training packaging requirements and experience with government funded programs
  6. Demonstrated ability to stay abreast of new developments in the area of compliance and research ethics
  7. Leadership skill to coordinate the efforts of a functional team with responsibilities for several interrelated programs
  8. Ability to build relationships and implement an approach that leverage further opportunities
