Overview
The Learning Business and Management reform (LMBR) program is one of the largest change programs in Government. It was established to deliver three large-scale enterprise solutions to replace a number of outdated, disparate and unsupported legacy systems. The LMBR solutions include a single SAP-based financial system; a single human resources system and a single payroll system for the entire department; and a new student administration system for schools. The HR Payroll Program is focused on the development and deployment of the integrated Human Capital Management and Payroll systems to over 2200 state schools across NSW as well as corporate users and the HR Shared Services teams.

Statement of Duties
  • The Change Manager is a critical role for ensuring the LMBR HR Payroll Program meets its objectives and business benefits are achieved through increased employee adoption and usage of new HR systems.
  • Reporting to the Senior Change Lead and working collaboratively with Process, Functional, Business Test, Communications and Training Managers, Change Management is accountable for ensuring appropriate department employee and manager end-user engagement to effectively manage expectations and minimise
  • staff resistance to the new system, drive faster adoption, utilisation and user proficiency.
  • The right candidate will achieve this by creating and managing change plans that ensure service readiness (process, technology and people) and maximise effective usage of the new HR payroll solution, shift towards a culture of greater self-sufficiency and ownership, and minimises resistance to change.
  • The role requires an understanding of SDLC, and how business implementation and change management supports delivery of large scale and complex transformation programs. The successful candidate will demonstrate how change implementation effectively facilitate key stakeholder approval to Go-Live and achieve service stability to close the program
Change Manager Will:
  • Form strategic partnerships with assigned stakeholders to ensure commitment and approval to Go-Live and achieve service stability to seamlessly transition to BAU.
  • Form close working relationships with program delivery team members to cohesively deliver new SAP HR payroll processes, systems and capabilities.
  • Undertake the detailed analysis and planning of OCM activities including stakeholder analysis, change impact assessment, create actionable change, communications and training deliverables, report change progress against measures of success and conduct post implementation reviews
  • Be the program representative in the customer feedback loop to identify and manage areas of service degradation that require improvements to the implemented solution (process, technology or training) to achieve required service level.
  • Ensure appropriate stakeholder engagement to effectively manage expectations and minimise resistance to the new system, drive faster adoption, utilisation and user proficiency.
  • Develop a stakeholder engagement plan to provide sufficient notice for any staff resourcing required, contributing to program activities and ensuring timely employee and manager involvement to best prepare them for change.
  • Manage change champion and super user networks to assist in sharing information and providing on- site support. In doing so, the Change Manager will identify suitable change agents and lead, educate, mentor and coach these change agents on change management throughout the change program.
  • Identify barriers to the business initiative and apply a structured approach to create and deliver tactical and transitionary changes to effectively overcome these barriers.
  • Identify, investigate, manage and resolve risks, issues and dependencies.
  • Provide constant updates on program progress and remain active and visible to their business stakeholder group.
  • Continually assess, identify, analyse, prepare risk mitigation plans and implement actions to manage anticipated Go-Live resistance.
  • Build trusted advisor relationships and partnerships with stakeholders and SME influencers.
  • Align change management and business implementation effort to optimise stakeholder engagement.
  • Pragmatically apply change and operational management practices in a fit for purpose manner.
  • Work with the communications manager to develop, align (with overall program positioning) and deliver agreed communications that support change activities and functionality.
  • Actively involved in testing activities and identifying change impacts from the various testing phases, coordinate feedback to participants/stakeholders on issues and resolutions.
  • Evaluate and ensure user readiness, acceptance and adoption of change.
  • Coach and influence stakeholders and leaders in their role as ‘active and visible sponsors’ of change.
  • Leverage and develop agreed training collateral, deliver and support training efforts.
  • Track OCM measures of confidence against predefined target to gain key stakeholder endorsement and approval to Go-Live.
