This position will lead the Infrastructure stream of work within a major electrical network across NSW rail network.  This includes responsibility of setting the context for and leading a team to plan, manage and drive the complex multi-discipline works involved in delivering the necessary 'on-track' infrastructure required as part of the Improvements Program. 

The position will:
• Be accountable for delivery of stream outcomes in line with the Program objectives.
• Manage stream requirements development, scope, cost, schedule, risk, and quality.
• Use high maturity project management practices and sharing knowledge Program teams, particularly developing the Project Management capability of stream team members.
• Ensure close collaboration with other delivery streams to ensure alignment and integration of all streams of work across the EII program.
• Gain alignment and drive the way forward from disparate internal stakeholders with conflicting agendas and views of the electrical power outage system. 
In collaboration with the Program Change Lead, ensure staff training requirements related to new / changed systems / infrastructure are met and relevant policies, processes and procedures are embedded in the business.
 
The Challenges ahead
• In collaboration with the other Lead, analyse the current as-is state and develop and implement revised processes that support the "Future State".
• Stakeholder management across transport cluster
• Driving project deadlines and milestones to the required standards and targets whilst ensuring the needs of stakeholders are considered and accounted for.
• Working in an industrially sensitive operational environment.
• Adopting a systematic approach to project development processes and activities to ensure delivery of agreed business needs whilst controlling scope variation  
• Setting and monitoring program benefits  
• Ensuring alignment of outcomes and delivery with other streams within the Program
• Working with other key members of the team to set and monitor program benefits
• Management of external delivery parties to agreed contracts
• Assembling the most efficient resources to complete projects accurately, to high quality and low expense
• Tracking all spending and usage of labour on projects to ensure efficient use of resources and accurate costing of projects
 
The Criteria required
• Tertiary qualifications in Project Management or equivalent experience
• Extensive experience managing and delivering complex, multi-discipline projects and programs of work in a complex engineering and operational environment preferably involve electrified rail or electricity networks
• Strong communication (verbal and written), interpersonal and relationship building skills, with the ability to develop and maintain stakeholder relationships and ability to negotiate and manage conflict
• Extensive practical experience in project, programme or portfolio management including a demonstrable understanding of the tools and techniques used for project management
• Demonstrated commercial acumen and experience in contract administration, negotiating and building relationships with external partners / vendors to ensure they deliver to contract and required standards
• Demonstrated successful implementation of project governance processes, including project change control processes and benefits realisation tracking
• Proven leadership and management skills with the ability to build a culture of accountability and performance, including the ability to inspire and lead teams;
• Demonstrated experience in implementing innovation or continuous improvement initiatives to improve project outcomes 
• Experience in conflict resolution and negotiation in an environment with stringent operational or engineering assurance requirements
• Procurement management experience, including achieving value for money from a portfolio of suppliers Desirable
• Understanding of the management of business change
